Cmps not showing in frameset

O ki installed vbcmps and i was told it was already install so i uninstalled it and then re-installed it. After doing so i didnt see Cmps in the frameset but i do see its templates in the Style & Template what do i do can someone help me.

Click on the admin cp link from the footer of your CMPS page and you should be brought to the CMPS admin panel. Or, make the changes listed in the 'Optional File Changes' section of the readme file and the options will appear in your normal vB admin cp.
