[In case anybody else reads this before attempting to download first... ]

As part of the CMPS download process it will take you through several screens. One of the screens will be a check list of optional services such as installation and branding free which do have a cost. If you do not check either of those two items and continue to the next screen then you'll be able to download the CMPS package.
