Help Making a custom Menu block

Hi Guys, need to be pointed in the right direction in regards to making a custom menu block.

I want to mod the current one or make a new vBA menu for http://www.billspaintball.com/cmps_index.php
to feel and act more like my existing one here, http://www.billspaintball.com/index.php with a mouseover popup.

Where to start?
Any tips?

Just create a new template module and add the code for your menu in the template.
