Problems installing CMPS 2.1 on vb 3.5.4

Well after a year on not working on a vb site. I'm back at it again. At the moment I'm trying to install vb and cmps on a test domain to show a client what I can do for them with VB.

So anyways.
Working on a fresh install of vb 3.5.4 with just a couple basic forums made for example. I tried to install CMPS 2.1. It goes throuh the first page of the installer, where it say install. The next page comes up and loads with nothing on it. I see templets (adv_portal_whatever) in the templetes. I have no CMPS controls in the admin panel and the cmps_index.php comes up a white page. Forums come up corectly and function as there suposed too.
Any sugestions.

Well third time with a fresh install from the ground up and no progress made.
I get to the
"Welcome to vBadvanced CMPS version 2.1.0.
Please select an action and click the 'Continue' button."

Select the Installation begin option , the next page begins to load and all that comes up is a blue page with the Install CMPS header.

Try re-uploading the files, that shouldn't happen.

I have reloaded the files several times. I'll try it again. Four attemts yesturday, One more can't hurt.

Well I just don't get it. I've installed vb and cmps plenty of times. And never had this problem. Install page still loads to a blank blue page with the Install CMPS header. Its like the the install just times out.

Is there and sgl query that I could run, to manually install cmps .
