I'm getting this error:

Fatal error: Call to undefined function: print_portal_output() in /home/mysite/public_html/cmps_index.php on line 47

My plugin system in enabled. Is there something I am missing? What are the names of the plugins that should be uploaded?

That error usually means that either you have not ran the install file, or you have plugins disabled in vBulletin.

have you tried uninstalling it then installing it. Make sure you have download the right version. Because i downloaded the wrong 1 then i got the right version and it worked. Some hosts disable thing for security reasons so that can be it as well
