Did you use the 'uninstall' or just delete it?

both. and ive seen several threads reguarding this exact or similar question - why is vbadvanced so hard to get rid ofvBa is quite easy to "get rid of" -- The uninstall option will remove the various tables, etc. that it created but no uninstaller will physically remove the files that were uploaded to your server. Just delete all of the CMPS files that were uploaded to your server and the ACP menu will be gone.
- In this case, it appears that the file /includes/xml/cpnav_vbacmps.xml was not deleted.
