Ability to set Default Category Settings

When members create categories, it would be nice so that we can set a category permission set on what can or can not be done by default. There are certain things I would like to be enabled and not enabled in these categories created by members.

Good point. I'm not sure if I'll be able to work something for this into beta 2, but I'll see what I can do.
