The first error means that the forum/includes/vba_cmps_include_template.php file was not uploaded, or perhaps somehow corrupted by your FTP program. Upload the file and it will take care of that.
If you've uninstalled the CMPS then you're going to get database errors on the CMPS page since it's not installed.

I have gone over this in detail.
I have removed and deleted all files in my directories.
I then reinstalled from scratch... with success... The minute I try to log into my admincp then I get those errors.
ALSO! my imaging background and hears etc. are no longer working on vbulletin. So I am limping along with 300K members...
I need some serious! help here....

I just looked a little more closely and realized that the error was coming from an admin cp page... The only thing I can guess is that you've modified your admincp/index.php file to include that CMPS file for some reason, which there was definitely no reason to do. Or perhaps you've renamed your original cmps_index.php file to index.php and accidentally uploaded it to your admincp directory. Either way, I'd recommend downloading vBulletin again, replace your admincp/index.php file with the one from there, and that should fix that error message.

Ok I changed the index file and that worked.
Now I had to reinstall the theme I had. It looks like when I applied the upgrape option when I first installed this... it nuked by theme for some reason. Weird.
