None of the modules can be added to pages

After upgrade from vBa 2.2.1 on vB 3.6.7 I can't add any module to any page. If I create a new page I get a message that "Custom Content Module" is disabled and so the new page like the old ones is disabled. Where do I enable the modules including the "Custom Content"? For every module the setting "Active" is on.

Do you not see these sections when you add/edit a page?
