Read this (http://www.vbulletin.com/forum/showthread.php?t=113325) announcement at vBulletin and I'm wondering if this will adversely affect vBadvanced CMPS with future upgrades of vBulletin, or does that issue affect servers instead?

No, vBa runs with vBulletin, so keep your php versions to what vBulletin.com recomends and you will be fine :)
