I have two questions.

1. How do I set it so that users can not users do not have the option to Edit Modules on there pages?

2. How do I disable modules so that users can not add them to there pages>

1. Not sure if you can disable it globally, hope Brian can answer.

2. You can either delete the modules or make the modules inactive,
or choose not to make the modules active on the "browse category" og "show entry pages"
For the active moduels you can control it in the settings for usergroups which you can find near the bottom of the page when you go to "edit modules" and the choose which modules to edit.

You can both choose which usergroups can enable and disable the modules.

1). You would need to edit your permissions for that group and set the 'Can Customize Modules on Their Pages' permission to 'No'.

2). Changing the first permission setting will prevent users from modifying their layouts at all, so this won't really be necessary for groups that cannot customize modules. To prevent users from adding certain modules though, you can edit the module through the Admin CP, scroll down to the 'Usergroup Permissions' section, and make sure that the 'Enable' checkbox for that group is not checked.
