help with login

Is there a way to add into a seperate page that I made thats in php the login process of vbullentin. Is there an html code that can be put into a page thats checks the cookie if your logged in or not and if you are logged in the rights you have will be checked to see if you have the rights to even view the page that I created and your trying to view?

If this is a CMPS page then just set permissions on that page to not allow guests to view it.
