How easy is this to install/use?

I have Vbulletin. I'm looking to make a front page for my web site that is more interesting looking than the Vbulletin forums webpage. Someone suggested I download this. I'm not a techy. Can someone tell me how easy this is to download/intall AND How easy it is to get up and running for a non techy like myself.
