[RC2] Wrong Phrase in adv_portal_newsbits for avatars

In adv_portal_newsbits the line...<img align="$stylevar[left]" style="padding:6px" alt="" border="0" src="$news[avatarpath]" title="$news[postusername]'s $vbphrase[avatar]" />... should instead be:<img align="$stylevar[left]" style="padding:6px" alt="<phrase 1="$news[postusername]">$vbphrase[xs_avatar]</phrase>" border="0" src="$news[avatarpath]" title="<phrase 1="$news[postusername]">$vbphrase[xs_avatar]</phrase>" />Right now if the user name is John Doe then the image title is appearing as John Doe's with the word avatar missing. For alternate browsers the 'alt' tag should be supplied.
