Rotating banner ad

I'd like to have a rotating banner ad, like the one on vBAdvanced's forum. I had one with the old software.

The old software included a panel for management of all the banner ads. They were displayed through a banner.php and header code. Does CMPS have that? I couldn't find it in the manual. Does an upgraded paid product have it?
