Im using the RC1, but I want to upgrade to RC2. Is there a download for the upgrade, or do I have to re-install the whole thing?

Just download the RC2 package & upload to your server as normal and when you run the vbacmps_install.php script select the "Upgrade" option.

You can leave your current "cmps_index.php" file alone.
