Welcome Block gone... missing

Hi,
I deleted the welcome block and now I cannot restore it back.

I uploaded the php file to modules, i reinstalled the phrases and tempelates. I can see the welcomeblock expanded and lean tempelate but cannot find the welcome block in edit module page.

Will appreciate if you could guide me to fix the issue.
