In vbulletin 3.7, users can add tags to threads by other users.
To keep this policy oonsistent across the site, I sugges the next links version has the same tags options as in vbulletin 3.7, i.e. users can add tags to links submitted by other users.
Otherwise, members might find it weird they can add tags to threads, but not add tags to links.
