Attachment Template Question

What template is the attachment window?

I want to add/change some things, but I can't figure it out.

Does it use the vBulletin template? If so, can I change that some how?

If you're referring to the image that's shown when clicking an attachment, that's not in a template. It's just a link straight to the image.
