HOW DO I: add file attachments to Replies?

Is there a way to add vB's "Manage Attachment" capability either to a "Submit Listing" or in a reply to a link listing?

Perhaps there is some way to "piggyback" with vB's file attach module to also allow management of permissions, size settings, file types allowed, etc????

It would be possible and probably not that difficult, but would require a little work.
