How do I post in bug section? my account can reply but not open a thread (in any bug sections of this forum) is that normal? what happen was I a bad kid? ;)

anyhow - I wanted to open a thread in bug section, and, as 1 of 2 is quite serious, and i could not post in there, then I opened a tiket.
