Looking for a top 25 list?

I was wondering if any one has found/used some sort of top 25 listing. Say I put up 200+ titles of music or whatever, and poeple could go and vote on them. Then you could make a block that would display the top 25 titles? How difficult would something like this be to make?

Willing to pay a few bucks for somebody to write this for me.

yeah I'd love that too - in fact what I'm ideally looking for and if someone doesn't have a suggestion just yet or can point me into that direction before I get there in my development is this.

I'd like to have a user be able to customize any number of lists in their profile. Like 'Stalkers','People That Annoy Me', etc -- basically just to have a module added into their profile that allows them to do that.

I'm currently creating and online community website, which is why I'm asking for this. I'm trying to make this site as customizable to each individual user/member as possible and this would be a great feature.
