Special Characters

Hi, I have a problem. After moving my site to another server, my CMPS index cannot show special characters as "á" "é" "í" or "¿". Althought my VBulletin is working fine, the problem is only with the main page based on CMPS.

My web hosting provider tried to solve it but they can't.

I dont think it has to be with the database, because is using the same as VBulletin and it's fine, the problem is just with CMPS, am I wrong?

I've noticed that the issue appears on IE7 but not in Firefox3. Firefox just shows a strange code on the upper left side of the front page. But on Internet Explorer 7, all the special spanish characters appears as squares.
