On the poll options we set it to "RAND" like ot stated to get a random poll from any forum and automatically it no longer shows polls to unregistered / not logged in users. Under permissions that group still has permission to see polls on vbadvanced, but it still doesnt work. If I change RAND back to a forum number (ie 1) it will work properly again.

Also, when I do set it to a forum number, it doesnt randomly pull polls from that forum. It always just shows the same one. We have a poll specific forum and would just like to randomly pull a poll from that forum but it looks like we cant win for losing.

It is set to only pull polls from forums that that usergroup has permission to view. If that usergroup can't view any forums then it's not going to display any polls.
As for the random poll thing, if you check the hacks forum I'm sure someone has posted how to pull random polls from only one forum.

But if I set the option back to 32 (for forum 32) unregistered users can see the polls again even though they dont have permission through the vbulletin options to view the forum. See for yourself:

You are able to view:
http://www.distributortalk.com/forum/poll.php?do=showresults&pollid=8

And that is only because there is no option in Vbulletin not not allow them to view polls.

If you go to the forum, you see nothing:

I guess it is just a difference in how you guys do permissions. I wish it would work completely off of vb permissions.
