Installation order and language

I want to install vBadvanced CMPS but I'd like to know if vBulletin should be installed first, or doesn't it matter?

Also, I need vBadvanced CMPS as well as vBulletin in Dutch language. I haven't checked yet but I'm pretty sure that vBulletin has a Dutch language file. Do I need a seperate Dutch language file for vBadvanced CMPS and is it available?

vBadvanced products cannot be installed without vBulletin being fully installed and functional first.

Looks like there is at least 1 Dutch language file posted.
