What client are you using?
I have just downloaded the CMPS zip and extracted it without a problem, I use jZip a nice free utility.

You have to download yourself because of the licensing.
Try another unzip application .

Or if you're using a Mac make sure to download the .tar version instead of the .zip.

I've just into this problem too. I downloaded 3.2.1 again to check that it hasn't changed (possibly incorporating some of the new bug fixes).
At first, I saw that the file size was different, but then I downloaded it again to make sure, and got an even different file size. I've tried now on two different browsers on two different computers and it never gets the same file size.
Just to check things out, I downloaded the tar version on two different computers and even compared them. They were the same size and compared fine.
It's a strange problem. I just used the tar version since I could extract the files out of it. This might explain why I had so many problems during my test run of upgrading the first time. I used a zip file and assumed it was correct.
