Best way to add a text block on index ?

Hi,
just above my news in the central column, on top, I would like to add a text block presenting my site.

What is the best way to do this ? Should I just create a block template and add it there ? Should the template include all the html so its own table will match the other ?

i'm not sure about the process to do this

First add a template called 'adv_portal_welcomemessage' (for example) with the content you would like to be displayed there. Then add a new module, set the options as you wish, and use 'welcomemessage' for the 'Template to Include' option.
