Can CMPS Be Used For This?

Though everyone keeps saying that this is a "content management system for vBulletin," that does little to explain what it actually does. I'd like to allow certain members to be able to create their own pages wiki-style to cover certain topics. They would be able to manage a page (or pages, of possible) pertaining to their specific subject.

Can this be done with CMPS? How can it be achieved? How would the select members edit the pages? Add pages? Link to pages?

Only admins can edit pages, so you couldn't really use the CMPS for this.
