Is there something missing from this menu? There's extra lines in it.

You are missing your modify settings and validate new links phrases.

Add new phrases

Phrase Type:global

varname:validate_new_posts

text:Validate New Posts

and

Phrase Type:global

varname:modify_settings

text:Modify Settings

Was this a new install, or an upgrade? If it was an upgrade, are you sure those were there before? Just trying to figure out why they would be missing as I'm not sure of a way that could happen...

yes it was an upgrade as I didn't want to lose the links. The links directory before was fine though.

Which version were you upgrading from?

I wasn't as such upgrading, I was just installing the new system for vb 3.5.0 rc1

I was on the latest one with 3.0.7

I re-uploaded the files overwriting ones in there and clicked on upgrade.
