I have a question because im new

Q.lets say i want to upload files and allow certain usergrpoups to download
and keep track of how many times it was downloaded and by who is that posible

Q. how would i set it up to upload files and offer them for downloads like mabe ftp the file to the sites dir then in the cms system allow the download is there an add-on or hack for this?
