Default Problem with "Category is Open For Links"

I have a category with the setting
Category is Open For Links = No
but still this category is in drop down menu when submitting
links and I am able to submit links to this category.

Is it because I am admin or something similar?

You should still be able to submit links to that category as an admin or moderator. It looks like there was a small problem in the code there that would allow regular members to submit a link too. I've just applied the fix to the forum/includes/vba_links_functions.php file in the download package here though, so if you'll download the files again and update that one on your server, that should take care of the issue.
