I will post the problem here in hopes that perhaps the community can help.

I want to customize the center /news block only; I want to add an table image to the head and foot of the center blocks without having it added to the side blocks.

I have attempted edits to almost every template with no result including using conditionals, playing with the shell, news templates and creating totally custom modules for some reason the CMPS adds the image to all blocks regardless.

If anyone knows of a solution, method or process to accomplish this modification I would greatly appreciate the help.

"Support" means making sure that the product is working the way it should, not helping you to customize the things you wish to change. If anything, you should be glad that Kevin was trying to help you with that in the first place as that does not have anything to do with support.
If you want to change just the news module, turn the 'Use Module Shell Tempalte' option off and add your own <table><tr> and </tr></table> tags to the adv_portal_newsbits template.

You know that could have been said anytime during the last 3 days on the ticket and I would have done something else besides wait, no problem at all.
