can't rate links in 10/1 release

I cannot rate links from the Tools in category bar. Tells me no permissions which were set.

I can rate from dhtml menu that pops up the vote.

Thanks for pointing that out. Looks like there was a small bug in the links/newreply.php file, and I've just updated the package here to include the fix. If you'll download the files again and replace your current links/newreply.php file with the one in there then that should take care of the problem.
