Default Announcement display on entire page.

I would like the announcements to display in the middle of page, surrounded by everything, just like the forum display (and the rest of my site). Advertiser may have a problem with the way it is.

I would like this:
http://www.liplies.com/announcement.php?f=20

To look like this:
http://www.liplies.com/forumdisplay.php?f=20

Where the announcements are in place of the forum.

I believe there's an announcements module available in the Add-On Modules forum here that may help.
