I just recently setup a new forum with vb 3.8.5 and cmps v3.2.2. I have been out of it for a yr or so and feel like a total n00b again.
I have a couple questions.

1). Admin CP => vBa CMPS => Edit Pages => {select page}. Once there you should see the 'Active Modules' section. Just make sure there are no modules active in the right column and it should disappear on the front-end.
2). As long as the popular tags module is enabled and you have some threads in your forum that have tags then it should show up.

The module is active and I just created a new thread and it is tagged. Nothing. I figure I am just missing something here.

I installed an auto thread tagger and it kicked in.. No worries now. Thanks.
