Rotation Banner linked with Links-directory

Hi,
I´m looking for a banner system, which is connected with the Links-Directory.
Target:
1) everybody can add links in the Links-Directory. (ok this is now possible)
2) companies should have the oportunity to pay for a banner or picture in the Links-Directory.
3) if sombedoy is searching something in the forum or in the Links-Directory, the banner of links from the Links-Directory which have paid, should be shown in the banner rotation system, if the search-word is one of the key-words in the links-directory.

Example:
If somebody is searching in the forum or in the Links-Directory e.g. "car" then the system should check
a) if there is a link in the Links-Directory wich has "car" as a key word
b) and if yes, has this link ordered the advertise service
after b) is yes: show the banner of this link in the rotation system.

Know´s somebody a (commercial) system, which is able to solve this targets?
