Default IF statement

I have a custom header with links to the main pages of my site. How could I an IF statement for the header links that when clicked, if a user is not registered or loggen in they will not be able to use the link. I would like to open the window that says:
"You are not logged in or you do not have permission to access this page. This could be due to one of several reasons:" for unregistered, not loggen in users that try to access the links page.

just make the links page viewable for members only by using the usergroup permissions.

I did but when the guest clicks the "Links" page, the page shows up as if there were no links in it. I would rather the page not show up unless they were registered.

I just tested this on my site so I know this works.

click on usergroup settings under Vba links directory.
Modify settings for Unregistered / Not Logged In.

Set this to no and click save, Can View Links Directory.

Yeah, but how can I make it so that "registration" screen appears rather than the links page. From a personal standpoint this looks like there is no information on the links page and that can be a deturnet to potential members.
