customize page issue

I ran into an issue when users try to customize their page.
When they click on the link they get redirected to the customize page where they can rearrange the modules.
When they move a module to another place and click on exit customize page the whole layout from that page is messed up.
Some module end up in the middle of the page pushing everything down etc.
If they go back into the customize page and do a reset the layout is fine again.

Any help greatly appreciated
