Upgrade Notice

I'm wanting to know what coding and template modifications I can do so that I can have the same sort of User Upgrade notice you guys have here when unregistered/not fully registered users come to the site.

I currently have my set up so that after registration people are thrown into the COPPA group and have 45 days to submit a resume or be banned. I want the COPPA users to get the same thing at the top of the page and written in Red like yours.

Any help on that?
