Default automatically disallow signatures and PMs
Automatically disallow signatures and PMs for new registrations until a certain post-count has been reached.

I tried many keywords in the advanced search feature but was re-directed to the 'Modified Portal Pages' sticky each time.

That would be controlled by your settings in vB, not the CMPS.
