Newbie Help

Hey guys, after a bit of help.
setting up forum for some one and new to the modding side of things...
I wanted to install this portal, so downlaoded etc etc, setup perfectly fine. now...
i am try to view the protal, im assuming that: (url taken from website) http://www.jecommunity.com/cmps_index.php would be the address for the portal? even so, i seem to get this message when trying to use that link:
"Warning: chdir(): Not a directory (errno 20) in /home/jecommu/public_html/cmps_index.php on line 22

now, on the instructions, it had a FAQ, which i thought coverd this problem...Done every thing said to the letter and ried again, still no luck.

Can one of you guys point out what im doing wrong, very keen to get this working!

Also, on admin cp, the settings for changing every thing on the CMPS are there and usable, if this is significant.

Ok left the board alone for a bit. still did the same thing... i moved the cmps_index.php file to the forums folder and now the portal works when loged in.... loged out, i get nothing on screen other than :
Warning: chdir(): Not a directory (errno 20) in /home/jecommu/public_html/forums/cmps_index.php on line 22



Unable to add cookies, header already sent.

as well, when loged in i have this message at the top of the screen:
