Confirmation e-mails to Admin for new links
When a new link is submitted, does this trigger an e-mail to the webmaster e-mail address stating a new link is waiting to be varified?
Or is it just a cast or periodically checking in the AdimCP?

Currently, no. There will be an option in the next version to specify a main email address(es) to send notification to, plus you will be able to specify an email address(es) to send notification to on a per-directory basis as well.
