Default Ability to choose "From" in loop, various modules

I am laying things out, and am realizing that it would be nice to have a clean way of breaking loops for certain modules. Case in point:

Main Dyna Page.
Featured module up top, 100% width, showing in expanded format.
Begin column structure underneath using HTML tables. Width 50% for each.
Column 1 = "More Featured" - Shows featured entries 2-11.
Column 2 = Whatever, new, random, popular, whatever.
End column structure.

Could be used for new/random, featured at the moment. An option when editing or creating the module saying "start from entry #" would work well. That way module_featured default could be 1, and show only 1, using entrybit expanded and a module_featured copy could be 2, showing 10, using entrybit_lean, and placed elsewhere on page.
