Webmaster E-mail Address and Link Poster

I would be nice to be able to enter a text box for "Webmaster's E-mail Address" and if that email address doesn't exist in the database as a member, it would set the poster of that link as whoever posted it. If it does exist, set the poster of that link as the member who matches the webmaster's email address. But either way send a notification of link addition to the webmaster's email address if that is turned on.

If a member isn't registered under the email address of the webmaster, either as a vBcron or modifying register and edit email address, update the poster of the link if that email address is registered under at a later date.

Sometime the person who is posting the link, isn't the actual webmaster of the link. This would add the posibility to allow the webmaster of that link to manage his\her own link(s) and notify the true webmaster of the link addition.
