Send Email? Help Please

In the area to approve links there is a radio box ticked by default, that says "send email".
No email is sent and in the submit area there is no field for user to input email.
I have looked in admin, but cannot find any area to edit this. Am i missing it?

The send email box will only work if the link was submitted by a member. In that case, it sends an email telling them that their link has been approved or deleted.
