Is this in regards to vBa Dynamics or vBa CMPS?

cmps_index.php is a file that comes with vBa CMPS, not vBa Dynamics. There's no need for the file with vBa Dynamics.

If your vBulletin files are in a sub-folder on your server (ie: forum, forums, whatever), then you should just need to upload the files in the 'dynamics' folder of the download package to your root directory.
